Opportunity Crossing represents far more than a mixed-use development but the transformation of a site deeply impacted by the civil unrest of 2020 into a place of housing, economic opportunity, and community investment. As Owner's Representative, Element partnered with Project for Pride in Living (PPL) to guide the project during construction through completion, coordinating stakeholders, managing development, and helping deliver one of Minneapolis' most significant community redevelopment projects. The project celebrated its Grand Opening on July 9, 2026, marking a new chapter for the Nicollet Avenue corridor.

Following the destruction of the former Wells Fargo branch during the 2020 civil unrest, PPL saw an opportunity to do more than rebuild, they sought to create a development shaped by community priorities and designed for long-term neighborhood impact. Bringing that vision to life required coordinating 26 funding sources, integrating innovative sustainability systems, balancing public and private partnerships, and managing a highly complex development in the heart of Minneapolis.
Approach
Element served as the owner's representative throughout the development process, providing strategic guidance and project coordination across financing, design, construction, stakeholder engagement, and commercial planning. Working alongside Project for Pride in Living, Design by Melo, Weis Builders, and numerous public and private partners, Element helped align the many moving pieces required to successfully deliver a project rooted in community voice, economic opportunity, and environmental stewardship.
Results
→ Delivered a $66 million, 180,000 SF mixed-use redevelopment with 110 affordable homes
→ Achieved substantial completion 30 days ahead of schedule despite significant project complexity
→ Coordinated a development supported by 26 public and private funding sources
→ Introduced a commercial condominium model creating ownership opportunities for local entrepreneurs
→ Integrated geothermal energy and rainwater harvesting systems conserving approximately 330,000 gallons of potable water annually
→ Recognized with the Finance & Commerce Top Projects 2025, Minnesota Real Estate Journal Award, and REScape Award for excellence in community-focused development.
